Every 30 minutes:
1. Check recent workflow runs: gh run list --limit 10 --json status,name,conclusion
2. For any failed runs since last check:
   a. Get the logs: gh run view {id} --log-failed
   b. Identify the error (last 50 lines usually enough)
   c. Send notification: workflow name, branch, error summary, link
3. If a previously failed workflow now passes, send a "Fixed" notification
