Every weekday at 5pm:
1. For each tracked repo, get merged PRs today:
   gh pr list --state merged --search "merged:>YYYY-MM-DD" --json title,author,mergedAt
2. Get deploy-tagged releases if any
3. Compile a changelog: what shipped, who shipped it, PR links
4. Post to the team channel
5. Weekly Friday summary: total PRs merged, contributors, deploy count
